The Origins of Airmail in China & Hong Kong 1919-1922

Sir, I am directed to forward for the consideration of his Excellency the General Officer Commanding the Troops, the enclosed copy of a letter from Messrs. Johnson, Stokes and Masters on the subject of a proposed establishment of a seaplane service from Hong Kong. Stringent regulations would require to be made as to routes and landing places to avoid danger to shipping and to enable the Police to supervise the passengers and goods carried. I am to enquire whether the Military authorities have any objections to the scheme and what further conditions they consider would be required.
