Factories exist at Macao and in my opinion Chinese labour can be had very cheaply and they can soon be taught sail making and carpentry and should make very good riggers and fitters. (We had some experience of these Chinese riggers and fitters in Mesopotamia and we found them excellent.) Factories exist which can easily be adapted for all classes of aviation work.
