10 FEBRUARY 1921 REGULATIONS GOVERNING THE ORGANIZATION OF THE AERONAUTICAL DEPARTMENT. Article 1. The Aeronautical Department is under the direct control of the Cabinet, it manages all the aeronautical affairs of the country and superintends subordinate organizations. Article 2. The Officers of the Department are as follows:- 1 Director-General 1 Chief of the Department 2 Councillors 4 Heads of Sections 2 Secretaries 10 Senior Clerks 4 Chief Experts 24 Junior Clerks 12 Experts. Article 3. The Department, to assist in its conduct of affairs, may employ a suitable number of assistants. Article 4. The Department for the unification, improvement and development of its affairs may establish various temporary committees. Article 5. To assist in carrying out clerical work and in conducting miscellaneous affairs the department may engage additional employees. Article 6. The Department for the necessary research in aeronautical affairs may engage investigators. Article 7. The various posts in the department may be filled by suitable military men. Article 8. Separate Regulations will be issued regarding the duties to be carried out and regarding the personnel employed in carrying out such duties. Article 9. These regulations will come into force on the date of promulgation. Article 10. The matters dealt with by the Military Section are as follows:- Transport of the personnel of the department, keeping establishments up to strength, the prohibition of aviation in special districts, air-photography, the distribution of arms, weapons
