All aviation is under the Aeronautical Department, the head of which has direct access to the Cabinet. The Department’s status will be raised in the course of the next few days when it will approximate to that of the War Office. The six Handley-Page aeroplanes which were equally divided between Chang Tso-lin, Military Governor of Fengtien, and Ts’ao Kun, Military Governor of Chihli, after the defeat of the Anfu Party in July 1920, have not yet been handed back. Negotiations concerning them are still proceeding.
