The Origins of Airmail in China & Hong Kong 1919-1922

Chinese Government. The British Minister shall furnish information on the following points: Object of the flight. Places of entering and leaving Chinese territory. Route to be followed and dates of sojourn in Chinese territory. Number and names of aviators or other persons employed in connection with the flight. Number and description of aeroplanes, marks, descriptions of engines and horse-powers. The British Minister shall furnish a statement of the route to be followed by the British aeroplanes in flying over Chinese territory and this shall, upon receiving the sanction of the Chinese Government, be definitely fixed upon and must be adhered to by the aeroplanes, which shall not leave the fixed route or be free to land or restart at any place or places outside it. The width of the route zone shall be 20 kilometres. The British aeroplanes shall for military reasons not have the right when flying within the prescribed route, to fly over places within a five-kilometre radius of the Ma Wei shipyard or the Woosung forts at Shanghai. For the occasion of the present visit of British aeroplanes to China the Chinese Government shall assign places at Foochow and Shanghai where the establishment of temporary aerodromes will be permitted, but this permission shall extend to the present occasion only. The aeroplanes shall carry no articles of contraband, photographic apparatus, wireless apparatus, postal matter, nor merchandise. The aeroplanes shall not fly at a low altitude over thickly populated places lying on the route so as to endanger the lives or property of the public, nor shall any objects be dropped from the air. The British aeroplanes shall on their present flight over Chinese territory carry all necessary flying certificates etcetera as well as log-books, which documents shall be open to inspection. They shall conform to all regulations applying to aviation. This Scheme is a temporary one applying only to the specially permitted flight of British aeroplanes over Chinese territory on the occasion of the present attempt to fly round the world, and has no connection with the international aviation convention which has not yet been signed by the Chinese Government.
