1. The permission has no connection with any previous engagement and creates no precedent for the future. In granting the permission, the Persian Government wishes merely to comply with the request of the British Minister. 2. Landing grounds will be at Bushire, Lingah and Jask. 3. Imperial Airways should have no installations in Persian territory of any kind whatsoever. 4. After the expiration of four months, permission will not be renewed. The British Minister was concerned that condition Three might appear to nullify the permission, and sought advice from the Air Ministry.
