THE PERSIAN AIR MAIL

Article 1. The Persian Government, on the one hand, and the Government of the USSR on the other hand, mutually declare that, with a view to the development of oommercial, postal and passenger traffic between Persia and the USSR and the exchange of international mails, the Persian and USSR air lines should be linked up between Pahlevi and Baku. Article 2. For this purpose the Persian Government authorise the aeroplanes of the "Ukrvozduchput" Company to operate scheduled flights between Baku and Pahlevi and vice versa, and the Government of the USSR equally authorise the aeroplanes of the Company which has established air mail and passenger services in Persia and which operates these air services in pursuanoe of a special agreement drawn up by the said company, known as the Junkers Company, and the Persian Govermnent, to operate scheduled flights on the same line, i.e. between Pahlevl and Baku and vice versa. Article 3. The two Governments are agreed that as regards questions tending to facilitate customs and visa formalities and the issue of monthly visas to pilots and mechanics, for several flights, exemption of the aircraft and accessories from customs duty, they will grant every legal assistance to the companies mentioned above. Article 4. The aircraft and their crews are subject to the laws and regulations of the country over which they are flying or within the territory of which they find themselves, further the aeroplanes owned by the "Ukrvozduchput" Company shall, in Persia, enjoy the same terms of equality as those of the Junkers Company in the USSR. Article 5. The two Governments will reciprocally place their aerodromes at the disposal of the aeroplanes of the aforementioned companies in accordance with their choice. At Pahlevi the USSR aeroplanes will use the same aerodrome as that used by the Junkers Company. The Persian Government, represented by H.E. Mirza Fathollah Khan Pakravan, Under Secretary of State for Foreign Affairs and H.E. Mirza Ghasseme Khan Sour - Israfil, Director of the Ministry of Posts and Telegraphs on the one hand, and the Government of the USSR, represented by H.E. J.F. Davtian, Ambassador Extraordinary, on the other hand have drawn up the following protocol relating to the establishment of air lines between Persia and the USSR, as a supplement to the provisions of the Postal Convention drawn up between Persia and the USSR dated 25th April. 1923; -
