Article 6. A special agreement will be drawn up between the aforementioned air transport companies with respect to distribution of the mails and to baggage and passengers, the rates and direct transit tickets etc. Article 7. A special agreement will be drawn up between the Postal Departments of the two countries with respect to the exchange of mails, in conformity with the International Postal Convention. Article 8. This protocol is drawn up and signed in Persian and Russian and each of the parties signatory thereto shall receive a copy. It is perhaps significant that the permission to Soviet planes to land in Persia is limited to one place - Pahlevi - and then only on Junkers landing ground, and on condition and in order to facilitate the obtaining of permission for Persian planes to land in Baku. Moreover the agreement facilitates postal communication only, and has no relation to a general air route. It is open to speculation whether the reluctance to accommodate Imperial Airways’ southern route came from a fear that, if the southern route was approved then the Russians might expect similar concessions in respect of a northern route. If southern and northern routes became established, then it would be less likely that any company would feel the need to establish the central route desired by the Persian Government. 9 December 1927
