THE PERSIAN AIR MAIL

The Persian delegates for the International Civil Aviation Conference, to be held in Washington DC on 12-14 December 1928, are named as Mozaffar Mirza Firouz, Second Secretary of Legation, Washington; and Dr. Marcellus D. Redlich 28 December 1928 "Le Messager de Téhéran" publishes "Reglement pour l'aviation". These Regulations were also published in Bulletin number 354 of the "Commission Internationale de Navigation Aérienne" on 30 May 1929. The English translation is as follows: REGULATIONS GOVERNING FLIGHT Article 1 Flight over the route Bushire-Lingeh-Jask and vice versa is permitted to foreign commercial aircraft which have obtained the special authorisation to fly over and land in Persian territory. This authorisation is subject to the conditions set forth below. Article 2 The personnel in charge of aircraft flying over the aforesaid route and all persons on board such aircraft are required, whilst within Persian territory, to observe the laws and regulations of the country. The laws and regulations at present in force, and those which may in the future be put into force, with respect to the arrival in Persia and departure therefrom of travellers by land or sea, to the importation, exportation and transit by land or sea of baggage, parcels and other goods and, in general, all the provisions laid down in the Customs regulations relating to importation or exportation by sea or by land, including the regulations relating to smuggling and other infractions of the law, shall in particular apply to the individuals referred to in the preceding paragraph. Article 3 If, during flight, any aircraft deviates more than half a farsakh (3 kilometres) from either side of the authorised route and if unable under its own power to return to the said route, such aircraft shall immediately give the signal of distress required in international air navigation and shall land at the nearest Government owned aerodrome sanctioned for international traffic or at any other place indicated by the Government authorities, provided that such landing can be effected without danger. Article 4 Except in cases where the Persian authorities have been notified in advance, aircraft arriving from or proceeding abroad are prohibited from crossing the frontier in flight between sunset and sunrise.
