the goods and any other documents required in accordance with international usage and with the laws and regulations in force in Persia. Quarantine Immediately after the arrival of an aircraft from abroad at a sanctioned aerodrome, the personnel in charge of the aircraft shall hand to the representative of the Health service all the regulation documents. Prior to the departure of an aircraft proceeding abroad the representative of the Health service shall hand to the personnel in charge of the aircraft the health certificates which may be required by the Public Health departments of the countries through which the aircraft is to pass. Public Safety Immediately after the arrival of an aircraft from abroad at a sanctioned aerodrome, the personnel in charge of the aircraft shall hand to the alien officer a full list of the passengers and crew of the aircraft and all other documents required in accordance with international usage and the regulations. Passengers arriving from abroad at a sanctioned aerodrome shall hand to the alien officer their passports or other travelling permits duly visad by the Persian authorities for entry into Persia. The question of the passports or visas for the crew will be governed by the regulations in force. Prior to the departure of an aircraft proceeding abroad from a sanctioned aerodrome, the personnel in charge of the aircraft shall hand to the alien officer a full list of the passengers who are to travel by the aircraft and of the crew, and the said official will examine their passports. Mails Immediately after the arrival of an aircraft from abroad at a sanctioned aerodrome, the personnel in charge of the aircraft shall hand to the representative of the Postal department the mails conveyed by the aircraft for the district served by the aerodrome, together with the relevant voucher. Similarly, prior to the departure of an aircraft abroad, the Department of Posts and Telegraphs shall hand to the personnel in charge of the aircraft the air mails together with the relevant voucher. Article 10 Police and alien officers, Customs and health officials, postal officials and generally speaking the representatives of the public authorities shall have free access and full liberty to carry out their work on board aircraft and free access to any depot or premises for the work of examination and inspection and in general for the exercise of their functions. Article 11 Aircraft authorised to fly over the route indicated in Article 1 shall carry the markings and signals, log books, permits, certificates, manifests and, in general, all the documents specified in the national and international regulations and the pilots and other members of the crew shall be furnished with all the licences and certificates required by the national and international regulations, moreover, these documents shall be submitted to the authorised representatives of the Government whenever required. Article 12 All unloading and throwing out in the course of flight, except of ballast, is prohibited. Exception may be made in the case of mail bags, in pursuance of a special arrangement to this effect. Article 13
