We agreed that best statement to make to Persian Prime Minister is that no practicable discussion can take place until Cairo Baghdad area has been commercialised and that when that is done a civil representative can be sent to Iran for a friendly examination jointly with Persian Government of conditions in order to see whether any mutually advantageous scheme is feasible.
